Tourist Enterprise Licence - Tourism Authority Mauritius

A Tourist Enterprise Licence is issued to an enterprise which is an establishment or activity run or carried on for the purpose of providing services or goods to tourists for reward, whether monetary or otherwise.

Types of Tourist Enterprises

  •  Tourist Accommodation
                                            i.            Guest House
                                          ii.            Hotel
                                        iii.            Tourist Residence
  • Places where food, beverages, and entertainment services are provided:

                                            Restaurant (inc. liquor and other alcoholic beverages) with entertainment.

                                            Restaurant (exc. Liquor and other alcoholic beverages) with entertainment.

                                            Restaurant (inc. liquor and other alcoholic beverages) without entertainment.

                                            Restaurant (exc. Liquor and other alcoholic beverages) without entertainment.

                                             Table D’hôte

  • Nightclub
  • Private club
  • Dolphin and whale watching
  • Eco-tourism activities (nature-based tourism activities or adventure related activities, or both)
  • Hawking on beaches facing hotels
  • Hawking in tourist sites
  • Operating helmet diving centre
  • Karting
  • Operating aquarium displaying fish or marine animals for public viewing
  • Operating beauty parlour, including hairdressing within hotel premises
  • Operating boat house
  • Operating cable car
  • Operating ferry boat
  • Operating golf course
  • Operating health and fitness centre within the hotel premises
  • Operating pleasure craft for commercial purpose, other than by a pleasure craft licensee
  • Operating rental agency for bicycle
  • Operating rental agency for bus, including minibus
  • Operating rental agency for car
  • Operating rental agency for jet ski
  • Operating rental agency for kite surf
  • Operating rental agency for motorcycle
  • Operating rental agency for paraglide
  • Operating rental agency for quad
  • Operating rental agency for windsurf
  • Operating scuba diving centre
  • Operating spa within hotel premises
  • Operating travel agency
  • Providing non-motorized water sports such as pedaloes, canoes, kayaks and laser
  • Providing tour operator service
  • Working as tourist guides, including tourist guide employed by a tour operator

 

How to obtain Tourist Enterprise licence?

1)     Fill in application form + Payment of Rs.1000

3)     Procedures
a.     The application for clearances from the Ministry of Health, Fire Government Services and Police department will be sought. (applicable for only some type of licences)
 
b.      A site visit is carried out by the Tourism Enforcement Officers(TEOs) to verify the standards of the premises. Photographs are taken and are kept confidential in applicant’s file.
 
c.      Upon recommendations of the TEOs, the application is processed to the Licensing Committee.
 
 
d.      Decision of Licensing Committee can be either:
 
                                                                    i.            Approval of the application for licence
                                                                  ii.           Approval of application for a letter of intent if the premises is of poor standard
                                                                iii.            Rejection of the application.
 
 
e.       The decision of the Licensing Committee is then communicated to the applicant via letter and applicant is either requested to pay the licence fee and submit insurance policy or pay for a letter of intent.

 Important notes:

 
1.                 Restaurant (including liquor and alcoholic products) with/without licence.
 
The Tourist Enterprise Licence (TEL) for Restaurant (including liquor and   alcoholic   products) with/without licence will be issued upon the submission of a licence issued by the Mauritius Revenue Authority (MRA). Applicant should simultaneously submit their application to the Tourism Authority and the MRA.
 
 
2.                 Beach Hawker
 
                
            Signature of the Memorandum of Understanding between the Hotel and the Association of Beach Hawkers or the beach hawker.
 
          
 
3.                 Application at Le Morne
 
For all tourist enterprise licences at Le Morne, a clearance from Le Morne Heritage Trust Fund should be sought with any other clearances;
 
 
4.                   Application for a TEL on public beaches
 
For all tourist enterprises on the public beach, a clearance from the Beach Authority should be sought along with any other clearances.
