A Pleasure Craft Licence is issued to a vessel used for fishing as a sport, for water sports, or pleasure purposes and includes a recreational platform. Pedal boats, canoes, kayaks, surfboats or non motorized rubber inflatable boats are not regarded as pleasure crafts.

How to obtain a pleasure craft licence?
a) First Issue
1. Fill application form + payment of Rs.1000
2. Documents to be submitted (link)
3. Procedures
a. Application submitted to Licensing Committee for the issue of a Letter of intent initially.
b. Upon approval of Licensing Committee, a letter of intent (including all the conditions), valid for a period of 6 months is issued upon payment of Rs.1000.
c. When craft is ready for inspection, a survey will be carried out by the qualified surveyor of the Tourism Authority (link to particulars for survey). A survey is compulsory.
d. Application resubmitted to the Licensing Committee for approval of PCL.
e. Letter of approval including the registration number of craft, payment fee and any other relevant fees and an insurance policy.
4. Criteria for the issue of a Pleasure Craft Licence
a. Good marketing strategy
b. Mooring place/base of operation (outside of restricted zone)
c. Details of the craft including the seating and engine capacity
d. Favorable survey report by the Tourism Authority’s surveyors.
e. For non-mauritian citizens, certification of an investment of Rs10M
f. Valid Contract with other operators in the tourism sector
5. Reasons for non-approval of licence
a. Application has been made for a base of operation/mooring place in the restricted zone.
b. Poor marketing strategy and feasible contract.
c. Impracticability of the lagoon
d. In case, you believe that you have been aggrieved by any decision of the Tourism Authority, you are required to make an appeal in writing to the Tourism Authority to request for your application/request to be reconsidered.
b) Replacement of craft
1. Fill application form + payment of Rs.1000

b. Letter specifying the craft to be replaced and how the replaced craft will be disposed
c. Specifications of new craft
d. Photographs/Design of new craft
c) Transfer/change in ownership

5. Original licence and renewal slip to be returned
6. Proper sales deed signed by vendor and buyer
d) Authorisation to move craft without a PCL
In case a craft which is not yet licensed, needs to be moved either for repairs or testing of engine, a provisional licence is issued subject to conditions. The National Coast Guard is informed on all the provisional licence issued
e) Foreign investment
Foreign Investment in pleasure craft activities will be allowed provided:
· the promoter is prepared to make a minimum initial investment of Rs 10M and
· the project is approved by the Ministry of Tourism, Leisure and External Communications.
